The Hawai'i Department of Law Enforcement (Hawai'i DLE) is one of Hawai'i's newest statewide departments, responsible for public safety operations across the state. During the legislative session, the department faced mounting operational pressure: hearing notices accumulated daily, testimony had to be drafted and filed under compressed deadlines, and a small team carried a disproportionate coordination burden using email threads, shared drives, and manual routing. To modernize this process without adding headcount, Hawai'i DLE engaged AWS Partner Cloudwick Technologies to deploy Amorphic Legislative Intelligence — an AI-powered solution that automated legislative intake, testimony drafting, reviewer routing, and leadership visibility. The result was a 90 percent reduction in the workforce required for day-to-day legislative tasks during session, with just four staff managing work that previously required a much larger team.
The legislative session is one of the most operationally disruptive periods of the year for state departments. For Hawai'i DLE, a newer statewide agency still building its operating model, the pressure was especially acute. Bills arrived in volume, changed frequently, and required rapid analysis and coordinated testimony across internal groups. Program leaders, subject matter experts, and executive leadership all needed to contribute to responses within days — while continuing to run core public safety operations without interruption.
The department's existing process depended on email chains, manual document routing, shared drives, and a small number of staff carrying most of the coordination burden. This created three interlocking problems. First, slow response times: manual notice review, drafting from scratch, and fragmented routing made it difficult to meet legislative deadlines reliably. Second, inconsistent outputs: without a governed workflow, different staff used different formats and language, increasing rework and reducing confidence in the department's legislative posture. Third, weak visibility: leadership lacked a current, consolidated view of what was pending, what was approved, and what still required action. As session intensity increased, these gaps put both operational continuity and legislative credibility at risk.
Hawai'i DLE selected Cloudwick Technologies to deploy Amorphic Legislative Intelligence because the solution was purpose-built for regulated public sector environments and placed AI inside the workflow rather than beside it. The solution was built on AWS and integrated Amazon Bedrock for AI-powered testimony generation and bill analysis, Amazon S3 and AWS Glue for automated data ingestion and metadata enrichment, Amazon Athena for structured querying of legislative records, AWS Lambda and AWS Step Functions for serverless workflow orchestration, and AWS IAM, AWS KMS, and AWS CloudTrail for role-based access control, encryption, and full audit trails. Amazon CloudWatch provided continuous monitoring across the environment.
Cloudwick implemented the platform in phases, starting with foundational automation. Automated pipelines collected daily hearing notices and legislative documents from public legislative sources and stored them in Amazon S3 with enriched metadata, technical tags, and relational mappings. Amazon Bedrock then analyzed bills against predefined department criteria and historical data to identify relevant legislation and generate version-one testimony drafts grounded in prior language and departmental stance frameworks. This eliminated blank-page drafting and gave staff a structured starting point for every bill requiring a response.
The platform introduced a governed approval workflow that replaced email coordination with version-controlled drafting, comment threads, and role-based routing. Bills were automatically assigned to the appropriate reviewers based on policy rules. Every testimony version, reviewer comment, and approval decision was captured and traceable, creating an audit-ready record of each legislative position. Leadership gained a real-time dashboard — the Bill Tracker — providing portfolio-level visibility into bills, response status, and pending approvals across the department. The result was a session operating model that could scale without adding administrative headcount.
Amorphic Legislative Intelligence delivered a fundamental change in how Hawai'i DLE operates during session. The most significant result was a 90 percent reduction in the workforce required for day-to-day legislative tasks during session — with just four staff managing work that previously consumed a much larger portion of the department. For a department still building its operating model, the platform demonstrated that modern legislative response does not require a large manual bureaucracy. Examples: average testimony turnaround time (before vs. after), number of bills processed per session, reduction in missed deadlines, drafting cycle time, or cost savings. Without these, the Outcome section will not meet AWS's publishing requirement of 3–5 distinct metrics.
